Winston questions Capitol consultancy contract

ONE Cebu gubernatorial candidate Winston Garcia questioned two consultancy projects of the provincial government, saying it was “unnecessary and scandalous.”

In a press conference at the Cebu City Sports Club early this morning, Garcia questione a P26 million consultancy contract for disaster risk reduction and climate change adaptation and another consultancy contract worth P57 million for a 12 storey building.

He said the amount paid to a consultant is seven percent of the total project cost. “A P57 million consultancy means the total cost for a 12 storey building is worth

P800 million,”Garcia said.

If a contract had been awarded to a consultant, Garcia said he will file a case against Cebu Gov. Hilario Davide III at the Commission on Audit as well as criminal charges against him at the Ombudsman.

Garcia is challenging Davìde for the gubernatorial post in next year’s elections.
