Gov backs choice of winning bidder
CEBU Gov. Hilario Davide III said he supports the decision of the Capitol’s Bids and Awards Committee (BAC) in choosing Coneqquip as the winning bidder for the supply of P250-million worth of brand new heavy equipment.
“I believe it was transparent. Nothing irregular took place. Insinuations that we favored anyone are completely groundless,” he said in a press conference in Moalboal town yesterday.
Last November 23, the BAC turned down the motions for reconsideration of RDAK and Civic Merchandising Inc. after they were post-disqualified from the bidding process.
The BAC named Conequip, a company that produces China- and Singapore-made equipment, to supply the Capitol with its needs. The BAC sent its decision to the Provincial Board for review last Nov. 24.
Davide said the Terms of Reference were told to prospective bidders who proposed to change the specifications required for the equipment.
The Capitol came under fire after reports came out that the BAC named the highest bidder as the winner, instead of the lowest bidder, RDAK.
Provincial Administrator Mark Tolentino, BAC chairman, said RDAK and Civic were post-disqualified since they were unable to meet some requirements.
