A 31-YEAR-OLD man crossing the road was killed on Monday after he was hit by a wing van in E.S. Baclig Street fronting the Hall of Justice at the North Reclamation Area, Cebu City.

The fatality was identified as Jeare Del Campo, a resident of barangay Kalunasan, Cebu City.

Supt. Joshua Pantoja said the driver of the wing van identified as Rony Belbeder was at fault.

“The driver should have stopped or slowed down when he saw the victim walking on the pedestrian lane,” said Pantoja, chief of the Intelligence and Investigation Section of the Cebu Port Police.

The area  has been the site of at least three vehiroad accidents this year, said the police official.

He said some motorists tend to drive fast there because of the wide open lanes.

A charge of reckless imprudence resulting to homicide may be filed against Belbeder, who was detained at the Cebu Port Police Detention Center.

The van was loaded with boxes of bread for delivery  to Pier 4.

Belbeder, 19, told reporters he was aware of the 10-kilometer-per-hour (kph) speed limit in the area.

He said he was running at about 30 kph when the accident happened.

Belbeder said he honked the van’s  horn  when he saw Del Campo walking on the  striped pedestrian crossing zone  but the victim, who was looking in the opposite side of traffic  continued walking until he was hit by the van.

Belbeder was apologetic when the victim’s mother went to the detention cell.

“Ma’am, I’m very sorry for what happened,” said Belbeder in Cebuano.

The victim’s mother Romana clamly responded, “It was an accident; it’s done.

The mother said she was unsure whether or not to file charges against the driver.
