‘Tanim-bala’ victim files complaint

Mactan Cebu International Airport general manager Nigel Paul Villarete yesterday confirmed that he received a formal complaint from the passenger who accused a police officer of extortion after a bullet was found in his backpack.

The letter from SFO1 Percy Ferrer, which Villarete received yesterday by courier, will be endorsed to the Aviation Security Unit (AVSEU) chief.

A notice will be sent to the AVSEU headquarters in Manila for the summary hearing procedure.

Senior Supt. Raul Bargamento, AVSEU 7 chief, said a hearing officer will be sent to conduct the summary hearing that will determine the administrative liability of accused PO3 Alcestes Roxas.

A criminal case can also be filed against PO3 Roxas on top of the administrative case.

PO3 Roxas is expected to submit today his sworn statement regarding the alleged extortion.

“If PO3 Roxas has considered the passenger’s bringing of bullets, he should have informed his immediate superior and made an incident report about it, but he did not,” Bargamento said.

Bargamento also expects to receive the video footage he requested from airport terminal operator GMR Megawide Cebu Airport Corp. and Office of the Transportation Security as aid for the investigation.

Lemuel Rene Bravo Gallo posted in his Facebook account that his relative, a fireman from Guimaras, was a victim of an alleged laglag-bala (bullet-planting) scam at the MCIA.

His relative, who was later identified as Ferrer, allegedly gave P2,000 to a police officer inside the comfort room so he will be allowed to leave.
