Ombuds probe spike in vehicle inspection, registration at LTO Talisay extension office
The Office of the Visayas Ombudsman have been asked to investigate Engineer Bernardo Borromeo Jr., former head of the Land Transportation Office (LTO) Talisay extension office, for the spike in motor vehicle inspection and registration at the said office in just three months.
“We are questioning the spike in the transaction count in Talisay at the point when this person (Borromeo) was appointed in the office,” said LTO-7 Director Victor Emmanuel Caindec in a letter complaint which he sent to the Ombudsman Visayas on Wednesday.
Borromeo said in a May 18 letter to Caindec that he has been successful in introducing innovations in their operations, the reason for the increase in the number of motor vehicle inspection and registration.
“The process for the inspection is we let the clients prepare their requirements before the inspection to avoid unnecessary time loss. We practice efficiency to produce fast and transparent process,” said Borromeo’s letter.
Borromeo, who was head of the Talisay district office from March 13 to May 30, 2018, said he was able to cut inspection time to only three minutes while each of their inspectors were assigned 10 motor vehicles per day.
Unconvinced, Caindec went on to file a formal complaint before the Ombudsman against Borromeo, whom he also reassigned to their SM City Mall District Licensing and Renewal Office early this month.
Caindec said the process for motor vehicle registration would take 60 minutes while inspection takes 20 minutes. With their speed, LTO extension offices are able to inspect only a total of 24 motor vehicles per day.
For January 2018, the Talisay extension office inspected 9,256 motor vehicles and registered 8,466 others. The following month, they inspected 10,019 vehicles and registered 8,501 others.
The number tremendously increased during Borromeo’s stint.
From March 13 to 31, the office inspected a total of 15,723 motor vehicles and registered 14,170 others. In April, they inspected 19,280 vehicles and registered a total of 18,126. In May, they inspected 19,986 vehicles and registered 18,610 others.
