Capitol to forego construction of P91 million parking building

CEBU CITY, Philippines — The Capitol will no longer pursue the construction of the proposed four-storey parking building pegged at P91 million.
Provincial General Services Office (PGSO) head Jone Siegfred Sepe, vice chairman of the Bids and Awards Committee (BAC), said they recommended to the Office of the Governor to forego the project and let the incoming administration decide if it will be implemented.
Governor Hilario Davide III, in a separate interview, said he favors the embargo of the project in order to leave it to the discretion of the new administration whether the project is still necessary.
The parking building, which was originally pegged at P84 million, has undergone three failed bidding since 2018.

The contractor of the first bidding in 2019 had lapses in its technical requirements while the winning bidder in the second bidding last February 2019 failed in the post qualification process after the technical working group found that it has incurred beyond allowable delays in its other projects with other government agencies.
This March, the BAC opened a negotiated bidding for the project but also failed because all the bid offers were above the Approved Budget for the Contract (ABC), which is P91 million.

Sepe said the bidders cited that the increase in the cost of materials for the project makes it hard to complete the edifice for only P91 million.
“We submitted the project plan to the Provincial Engineering Office for review [of the proposed budget] and they saw that a new adjustment may be needed,” said Sepe.
However, since the term of the officials in the BAC will be ending as the new administration comes in on June 30, Sepe said it is more prudent to let the new set of BAC members decide on the fate of the building to prevent it from falling in a crossover. /bmjo
