Metro Cebu board defers creation of traffic enforcers academy
THE Metro Cebu Development and Coordinating Board (MCDCB) deferred the approval of the creation of a Metro Cebu Traffic Enforcers Academy pending the review of its agreement.
During their Thursday meeting, the board also took note of budgetary and operational concerns for the training of traffic enforcers in Metro Cebu.
Gordon Alan Joseph, who moved for its approval earlier in the discussion, withdrew the proposal pending review. During the discussion, concerns on operational funding was raised.
Efren Carreon, National Economic Development Authority in Central Visayas (NEDA 7), asked if the local government units were to fund the training or the traffic enforcers themselves.
Cebu Gov. Hilario Davide III also questioned if an applicant should be required to undergo a training under the proposed academy prior to being hired as a traffic enforcer.
Engr. Lynn Madrona, vice chairman of the MCDCB RPOD (Research, Program and Organizational Development) subcommittee on transport and traffic management, said the end goal is to professionalize the traffic enforcers in the twelve (12) Metro Cebu local government units.
The proposal aims to require new traffic enforcers to undergo training with TESDA and CCTO (Cebu City Traffic Operations) where they will receive a certification prior to going on field work on the roads.
Their trainings will be focused on three aspects: how to control and directing traffic, how to response to any incident of the road and how to enforce traffic laws.
The academy also aims to have a synchronized traffic code for Metro Cebu LGUs.
