Jail congestion a ‘national emergency

JAIL congestion had been classified as a national emergency by the national government with occupancy rated in excess of 488 percent.

During a roundtable forum on the issue, Undersecretary Jesus Hinlo Jr. of the Department of Interior and Local Governments (DILG) said it means there are 49 prisoners occupying a cell that can house only 10 inmates.

He said this problem can be resolved through additional infrastructure, a more efficient justice system and implementation of relevant laws.
