Cebu City cop under probe for abuses in provincial jail
A CEBU City police officer assigned at the Cebu Provincial Detention and Rehabilitation Center (CPDRC) is under investigation due to complaints on his alleged abusive behavior towards the inmates.
Cebu Gov. Hilario Davide III declined to disclose the officer’s identity but said the complaints were detailed in a letter submitted by someone who works inside the jail facility.
Davide said he received the complaint last week.
“Basta madugay na ba, kana man gud madugay diha (Once you spend a long time there, anyone who gets to spend a long time there), you get to be friendly with kuan (the inmates),” he said.
Davide said he talked to acting CPDRC jail warden Dr. Gil Macato about the pullout of the Provincial Public Safety Company from the jail facility.
The governor said Macato formed a committee composed of the facility’s administrative officers and senior guards that will decide on what actions to take when it comes to CPDRC matters.
“I told them I agree to pull out the personnel but they are responsible for any lapses. If anything happens, I’ll hold them personally responsible. I think they can do it. We cannot have the police there forever,” Davide said.
About 20 personnel of the Provincial Public Safety Company were pulled out upon the governor’s order last Friday.
The police were assigned to beef up security there last August amid reports of plans to spring confessed drug lord Alvaro “Barok” Alvaro.
The provincial government also implemented new rules for visitation.
The visitors are allowed to talk to the inmates at the CPDRC quadrangle only through a glass barrier with no physical contact.
At present, the jail facility caters to nearly 3,000 inmates.
