Eighty-six Cebu City employees from three different offices were found negative for illegal drugs use after surprise drug tests were conducted simultaneously at the Cebu City Office for Substance Abuse Prevention (COSAP), Cebu City Zoo and the Department of Veterinary Medicine and Fisheries (DVMF) on Wednesday.

These offices are all under the supervision of COSAP head and concurrent City Veterinarian, Dr. Alice Utlang.

“My offices are drug-free workplaces. I always warn my staff every meeting nga dapat di ko nila pakaulawan kay akoy ga-head sa COSAP ug thanks kay ni-follow sila,” Utlang said in an interview with Cebu Daily News.

(I always warn my staff every meeting that they should not embarrass me since I am the head of COSAP, and thanks they followed me.)

The surprise tests were conducted on nine employees of COSAP, four from the Cebu City Zoo and 73 from DVMF.

The results are considered final and will no longer be subjected to confirmatory tests as only those who test positive of illegal drugs use will be made to undergo confirmation, said Utlang.

To date, a total of 315 employees Cebu City Hall had undergone drug test.

Of the number, only six tested positive for illegal drugs use.
