CHR to review guidelines of Cebu’s detention facility

The Commission on Human Rights of Central Visayas (CHR – 7) is set to review the operations manual and guidelines of the Cebu Provincial Detention and Rehabilitation Center (CPDRC).

Lawyer Arvin Odron, CHR – 7 regional director, told reporters in a press interview that they will come up with suggestions to ensure that the basic of human rights of 3,691 inmates will not be prejudiced.

Cebu Provincial Governor Hilario Davide III previously ordered the suspension of visitation privileges in the detention facility after contraband such as illegal drugs and money were seized during a greyhound operation last February 2.

A string of complaints were submitted last week to CHR – 7 by lawyer Inocencio dela Cerna, who represented the inmates.

“But for me, it was just reasonable to suspend the visitation privileges for three days since the authorities are still taking up the matter following the greyhound,” Odron said.

For his part, Cebu Gov. Hilario Davide III said that the Capitol will welcome suggestions from CHR – 7.
“The CPDRC manual is an ordinance of the province. I told them (CHR-7) to submit a position paper,” said Davide.
