City Hall and barangay workers unload relief goods for families displaced by the fire in Barangay Camputhaw.

Only families identified as beneficiaries of the 93-1 land swap deal signed last week between Cebu City Hall and the provincial government may be allowed to rebuild their homes in Purok 3, Barangay Camputhaw, Cebu City.

Genevieve Alcoseba, operations officers of City Hall’s Division of the Welfare of Urban Poor (DWUP), said they are validating the list of beneficiaries covered under 93-1,

“Usually, we don’t advise them to return if there’s no reaction from the lot owner. We still have to wait for any statement or reaction from the lot owner (which is UP),” Alcoseba said.

She said they learned that several of the 227 families that lost their homes in the Camputhaw fire encroached on a property owned by the University of the Philippines Cebu (UP Cebu).

“As much as possible, maayo na ipabalik ang mga tawo pero han-ayon sa gyud nato na ang (it’s better to allow the settlers to return but we still have to ensure the) road right-of-way (row),” she added.

Camputhaw Barangay Captain Ica Cadungog said they declared a state of calamity in Purok 3 which allowed them to allocate P300,000 of their calamity funds for the victims.

DWUP and the Cebu City Disaster Risk Reduction and Management Office (CCDRRMO) also recommended a reblocking of the fire site to make it accessible for firefighters.

Alcoseba said they will develop a subdivision plan as their guide for the re-blocking of the fire site.
