2 security agencies left to vie for P37-M Capitol contract

The bidding war for Cebu province’s P37 million security contract is down to two entries.

The Cebu provincial government’s Bids and Awards Committee (BAC) recommended a post-qualification evaluation of the two remaining bidders  –   GDS Security & Detective Agency and Tactical Security Agency following the post-disqualification of Black Pearl Security Agency.

The BAC also reorganized itself and appointed  a new chairman, Provincial Administrator Mark Tolentino.

Orvi Ortega, the provincial legal officer, who used to head the BAC  will serve as vice charirman following  an order from Cebu Gov. Hilario Davide III last May 29.

Tolentino, a former BAC member,  said a Technical Working Group (TWG) will be formed  to evaluate the two remaining bidders.

The governor, who gave the BAC a week to decide on the next steps after letting go of Black Pearl’s temporary services,   has yet to approve the recommendation.

Tolentino said the TWG will look into the bidders’ documents, evalutate them and have a  final deliberation.

The BAC for Goods and Services and and other for infrastructure were merged,  pursuant to Governor Davide’s Executive Order dated May 29.

The unified BAC, composed of five members, agreed to change the chairman during a reorganizational meeting last Friday.

Tolentino was former BAC-Infra chairman while Ortega used to head BAC-GS.

The members of the new merged  bidding committe are still  Provincial Assessor Alma Sibonga, Engr. Hector Jamora and Provincial General Services Officer-in-charge Jone Sepe.

Tolentino said Ortega’s decision to drop the committee chairmanship was partly due to media criticism over the decision to  temporarily hire Black Pearl Security Agency after the contract of Tactical expired on May 30.

Black Pearl volunteered  its services pending a final award  but in less than two weeks, Governor Davide cut them off after lapses occur. A guard accidentally fired his gun injuring a civilian and another guard was found sleeping on the job.

“Maybe he (Ortega) wanted the burden to be taken off him,” Tolentino said.
