Davide wants refund for ‘disallowed’ projects

Cebu Gov. Hilario Davide III is keen on following the Notices of Disallowance issued by the Commission on Audit (COA) to expenditures of the previous administration to the letter — return the money.

But the governor said he will still discuss with the Local Finance Committee the P540 million worth of project which the COA said may have been illegally disbursed by the administration of former governor and incumbent Cebu 3rd Rep. Gwendolyn Garcia.

Two weeks ago, COA recommended that “the present administration ensure that the disallowances be settled by the persons or officials identified as liable in the notices of disallowance.”

Government auditors  said that the disbursement of P540 million worth of project funds without authorization from the Provincial Board was irregular.

Davide said that he will still have to look into the steps the provincial government will be taking.

“Maybe we can start sending out demand letters to these contractors or even to the former governor,” he said.

The governor added that he will abide by the recommendation of the COA.

Provincial Board Member Grecilda “Gigi” Sanchez-Zaballero, chairman on budget and appropriations committee, earlier said they will send notices to former governor Garcia  and other signatories of the contracts to explain the disallowances.
