CCTO lays down rules for Brgy, SK Election bets in holding miting de avance

CCTO head says the candidates should secure a permit and make sure they don't hamper traffic flow

CEBU CITY, Philippines — The candidates for the Barangay and Sangguniang Kabataan Elections (BSKE) 2023 must secure a clearance before holding their “miting de avance.”

This is according to the Cebu City Transportation Office (CCTO) on Tuesday, October 10, in a report from the Cebu City Public Information Office (PIO).

The Cebu City PIO said that the BSKE candidates should secure a clearance before October 28 which is the last day of campaign as ordered by the CCTO Head Raquel Arce.

Alternative venues

Arce said that the candidates should look for alternative or other venues for their miting de avance if they did not want to be denied by the CCTO.

“Unsa manang mga dalana? Pwede ta mo close og dan kun secondary roads, sa ato pa dili sya ang main thoroughfare,” Arce told the Cebu City PIO.

(What are these roads? We can close roads as long as these are secondary roads, so this would mean that these are not main thoroughfare.)

CCTO: Don’t hold it in main thoroughfares

Arce said that they would not allow the candidates to hold the activity in the main thoroughfares because setting up the stage (for the candidates) early would affect the flow of the traffic.

Moreover, the CCTO said it would be better if the stage the candidates would use would be the vehicles who have a dropside where the candidates could easily step on.

Arce told the PIO that they would allow the vehicles with dropside to be put in the main thoroughfare as early as 7 p.m. so it would not have a huge impact on the traffic flow.

Follow simple law

“Hangyo lang ta specially naa sa katungdanan kining atong mga kandidato nagpapili simple lang kaayo ni sila nga balaod. Ato ni siyang tumanon, mo set ni’g example ninyo nga angay diay mong pillion,” Arce said.

(You should request, (I’m referring to) those who are running for election, our candidates, who are trying to be elected, this is just a simple law. We should just follow this, let us set an example so that this will show that you are worthy to be elected.)

Arce added that putting up and setting up a stage would be impossible if this would be done in peak hours.

“I-install na nimo ala una sa hapon di makabara naka sa trapiko, mao na atong gilikayan,” she said.

(If you install it in the afternoon, then you can block the traffic and that is what we are avoiding.)

Private spaces

Moreover, Arce said that the candidates could also use private spaces just like the candidates from Barangay Tisa where they sent a request to CCTO that their miting de avance would take place in a private space.

The CCTO and the Traffic Management Committee (TMC) board would be checking the request of Barangay Tisa.

“Ang Tisa will be karong hapon, ang Tisa if ang ilahang stage naa on a private property, for example Gaisano Tisa, so i-negotiate nila ang Gaisano ang stage adto tukoron sa private property. Bahala na ang tawo nga ari na sa dan kay ang tawo moving man na, dili man na makaobstruct so naa tay tolerance dihang dapita,” Arce said.

(Tisa will be done this afternoon, and Tisa if the stage is on a private property. For, example Gaisano Tisa, so they should negotiate with Gaisano to set up their stage in the private property. It will not matter if the people will be in the street because the people, they are moving, they cannot obstruct the traffic so we have tolerance in that area.)

The CCTO would deploy its personnel across the barangays on October 28 for traffic management.

Show cause order

If there are candidates who fail to comply with their agreement with the CCTO, Arce said they could issue a show cause order, especially if the candidates had hamper the traffic flow as this was the policy of the TMC board.

On Sunday, October 8, TMC Head Councilor Rey Gealon told CDN Digital that candidates who would be holding their miting de avance indoors like gyms and evacuation centers could hold their activity anytime.

The last day of the campaign is on October 28, while the election day is on October 30.
