‘Kabayan’ weakens to tropical depression as Cebu remains under Signal No. 1
Kabayan has weakened into a tropical depression as it brings intense rains over Mindanao and Visayas and portions of Luzon on Monday, December 18.
The Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa), in its 11 a.m. severe weather bulletin issued on Monday, reported that Kabayan has made landfall over Manay town in Davao Oriental.
The weather disturbance has also weakened from a tropical storm to tropical depression, packing winds with speeds of up to 55 kilometers per hour (kph) and gustiness reaching 70 kph.
‘Kabayan’ strands over 1,200 passengers in Central Visayas
More than 1,200 passengers are left stranded in various ports in Central Visayas following the cancellation of sea trips in the region due to Tropical Storm Kabayan.
Based on the latest count from the Philippine Coast Guard in the region (PCG-7), they recorded 1,295 stranded passengers as of Monday morning, December 18.
A total of 234 sea voyages have also been suspended because of the inclement weather. Of this number, 200 are rolling cargoes while the remaining are sea vessels, including passenger ones.

Nothing will change in the old foot procession route for the Fiesta Señor 2024 and the venue for Sinulog 2024 at the South Road Properties (SRP).
Cebu City Mayor Michael Rama confirmed these today, December 18, during a Zoom conference with reporters.
Earlier today, Rama conducted a walkthrough with some department heads starting from the Provincial Capitol to the Cebu City Sports Center (CCSC) to check the old foot procession route since he already said he did not want any changes on the route despite the ongoing Bus Rapid Transit (BRT) construction.
