COA: P75M projects still pending in Cebu City

AFTER honoraria and supplies, the Commission on Audit (COA) now set their sights on 20 projects that were not implemented by the Cebu City government.

State auditors said 20 projects worth P75.8 million were not implemented by the administration of former Cebu City mayor Michael Rama.

The projects that didn’t see the light of day include drainage systems, road concreting, building of multipurpose and public markets in some barangays in the city.

COA said 23 projects totaling P49.9 million were suspended while one project worth P3.9 million is still ongoing and three projects worth P21.9 million had not yet started.

“About 27 projects in the aggregate amount of P75,815,978.49 were not implemented due to problems relating to Road Right of Way (RROW), pending submission of required documents, revision of plans and design,” COA said.

It also includes problems like request for profile survey, reevaluation of Program of Works and Estimate (POWE), change of site and variation order.

They said this resulted to zero accomplishment as of target date of completion.

The projects started between 2013 to 2014 and most of the projects should have been completed last year.

Auditors said their investigation showed that the Cebu City government did not conduct detailed engineering investigation, survey and design for the project prior to implementation.

COA said the city government failed to set up monitoring systems that will keep track of project implementation.

They said the intended beneficiaries were denied of the benefits brought by the projects.
