Cuevas to serve as Cebu city treasury chief until March

ACTING Cebu City Treasurer Diwa Cuevas’ tenure was extended by six months or until March 2, 2015 by Finance Secretary Cesar Purisima, who issued the extension last Aug. 26.

A copy of Purisima’s letter was sent to Rama’s office last Sept. 30. Cuevas, who was appointed acting city treasurer in August last year,  was given the six month extension starting last Sept. 3.

“It’s sad that some people just have the guts and the gall to destroy her.  But I have full trust and confidence on the capability and capacity of my city treasurer,” Mayor Michael Rama said.

Rama referred to his predecessor, former congressman and city mayor Tomas Osmeña, who filed 12 administrative charges against Cuevas at the Civil Service Commission (CSC).

The charges stemmed from the adverse audit opinions that the Commission on Audit (COA) gave Cebu City Hall the last three years.
Adverse opinion

Cuevas said she asked the Cebu City Legal Office to prepare her response to the charges which she will submit to the CSC after receiving an official copy of Osmeña’s complaint.

“But why only me when the adverse opinion started in 2011.  As long as one cannot reconcile the balances at year’s end it will cause an adverse opinion. Maybe the accounting office had a hard time shifting to a new accounting system,” she said.

Rama said Osmeña appears to be “trigger happy” in terms of wanting to fire Cuevas and “make inoperative a very productive person.”
