The Philippine Coast Guard in Central Visayas (PCG-7) on Monday evening, December 18, allowed several sea trips to resume after the state weather bureau lifted all storm signals in the country.

NGCP: Power outage may hit areas in Davao Oriental due to storm Kabayan
MANILA, Philippines — Parts of Davao Oriental may experience power outage as one 69 kilovolt (kv) transmission line that supplies power to the area is down, National Grid Corporation of the Philippines (NGCP) said on Monday.
In a 10 a.m. update on the condition of its power lines amid Tropical Storm Kabayan, NGCP reported Bislig-Baganga 69 kv Line 1 is off despite being partially energized at 6:51 a.m.

‘Kabayan’ weakens to tropical depression as Cebu remains under Signal No. 1

CEBU CITY, Philippines – Kabayan has weakened into a tropical depression as it brings intense rains over Mindanao and Visayas and portions of Luzon on Monday, December 18.
The Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa), in its 11 a.m. severe weather bulletin issued on Monday, reported that Kabayan has made landfall over Manay town in Davao Oriental.

More than 1,200 passengers are left stranded in various ports in Central Visayas following the cancellation of sea trips in the region due to Tropical Storm Kabayan.
Based on the latest count from the Philippine Coast Guard in the region (PCG-7), they recorded 1,295 stranded passengers as of Monday morning, December 18.
Several flights, all sea trips in Cebu cancelled due to ‘Kabayan’
Several flights and sea trips to and from Cebu have been cancelled due to bad weather brought by Tropical Depression Kabayan.
On Monday, December 18, at least six flights bound to and from areas in Mindanao covered by the Tropical Cyclone Wind Signals (TCWS) were cancelled, airport authorities announced.

Several areas in the Visayas and Mindanao have suspended classes on Monday, December 18, due to inclement weather brought by Tropical Storm Kabayan.
As of 8 a.m. on Monday, the following local governments issued respective orders, instructing students, teachers, and school personnel to stay indoors as safety precautions as well as to prepare for the incoming storm.

Cebu remains at Storm Signal No. 1 and other areas in Mindanao are under Storm Signal No. 2 after Tropical Depression Kabayan (International name: Jelawat) developed into a tropical storm.
That is according to Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa), which added that Kabayan is moving west-northwestward of the Philippine Sea.
Kabayan was last seen 275 kilometers east of Davao City while accelerating at the speed of 15 km per hour (kph), Pagasa said.
Based on its 11 p.m. cyclone bulletin, Kabayan carries maximum sustained winds of 65 kph with gusts of up to 80 kph.
This development has prompted the state weather service to raise Tropical Cyclone Wind Signal (TCWS) Number 2 in Dinagat Islands, Surigao del Norte, including Siargao and Bucas Grande Islands, Surigao del Sur, the northern portion of Agusan del Norte, the eastern portion of Agusan del Sur, and the northern portion of Davao Oriental.

The state weather bureau, in its severe weather bulletin issued at 5 p.m. on December 17, included Cebu in the list of areas covered by TCWS No. 1.
TD Kabayan: PCG bans vessels from sailing in E. Samar, S. Leyte
TACLOBAN CITY — Due to threats of Tropical Depression Kabayan, the Philippine Coast Guard (PCG) offices in Eastern Samar and Southern Leyte provinces have prohibited vessels from venturing into the sea.
The Office of Civil Defense (OCD) also asked all local government units in Eastern Visayas to activate their respective disaster units and monitor the weather situation.
“Further, all vessels are reminded to take precautionary measures and be extra vigilant in monitoring the movement of the typhoon if deemed affected by the weather disturbance,” the advisory said.
More sea trips from Cebu cancelled
Around 3:45 p.m. on December 17, the Cebu Port Authority (CPA) announced more sea trips from Cebu being cancelled or suspended due to Tropical Depression Kabayan. These included voyages bound for Surigao and Nasipit, and Olango Island in Lapu-Lapu City.
